Supplemantary Studies Of The Electrical Power Resources Survey And Development Administration On The Application Of The Build- Operate- Transfer ("BOT") Basis

    1)The Electrical Power Resources Survey and Development Administration examines the technical and economical feasibility of the projects rendered by private enterprises on build-operate-transfer scheme, based on Article 4 of Law No. 3096, and informs its considerations to the Ministery of Energy and Natural Resources.

    2)Acting on behalf of the Ministery and Natural Resources, the Administration performs the duty of the supervision and follow-up of the construction of the facilities with regard to BOT projects.

    3)It executes the necessary modifications on the projects and performs expropriation works pursuant to Law No. 2942 concerning Birecik Dam and HPP.

    Suggestions:

    The department of design of the Electrical Power Resources Survey and Development Administration may cooperate in various fields with the private enterprises which are engaged in the pojects on BOT BASİS such as the provision of the present projects rendered by the Administration, hydrological datas and information and geotechnical services.

    1) AKSU DAM & HPP (Erzurum-Artvin)

    It is a rockfill .dam having 120 MW installed capacity on Çoruh river.The amount of energy to be generated is 344 GWh of which 237 Gwh is firm energy. The height is 114m and the mean annual discharge is 48 m3/sec. It has been studied in feasibility stage and its benefit-cost ratio is 1.23.

    2) ALKUMRU DAM & HPP (Siirt)

    It is a rockfill dam of height 110m and having 222MW installed capacity on Botan river.The amount of energy to be generated is 812GWh of which 350GWh is firm energy.The mean annual discharge is 129m3/sec.It has been studied in feasibility stage and its benefit-cost ratio is 1.50.

    3) OLUR & AYVALI DAMS & HPP'S (Artvin-Erzurum)

    Olur dam is a rockfill dam of height 85m and having 65MW of installed capacity on the upstream of Oltu stream .The amount of energy to be generated is 242GWh of which 126GWh is firm energy.The length of power tunnel is 9660m.The mean annual discharge is 21m3/sec.It has been studied in feasibility stage and its benefit-cost ratio is 1.33.

    Ayvalı dam is a rockfill dam of height 125m and having 125MW of installed capacity is located on the downstream of Oltu stream.The annual total energy generation is 409 GWh of which 248GWh is firm energy.The length of power tunnel is 9360m.The mean annual discharge is 26m3/sec.It has been studied in feasibility stage and its benefit-cost ratio is 1.71.

    4) BAYRAM & BAĞLIK DAMS & HPP'S (Artvin)

    Bayram dam is a rockfill dam of height 145m and having 68MW of installed capacity is located on the upstream of Berta stream.The annual total energy generation is 250.4GWh,and of which 144.9GWh is firm energy.The length of power tunnel is 7930m. The mean annual discharge is 19.20m3/sec.It has been studied in feasibility stage, and its benefit-cost ratio is 1.21.

    Bağlık dam is a concrete gravity dam of height 74m.It has a installed capacity of 125MW and is located on the downstream of Berta stream.The annual total energy generation is 225.8GWh , and of which 128.4GWh is firm energy.The length of power tunnel is 4454m.The mean annual discharge is 24.90m3/sec.It has been studied in feasibility stage and its benefit-cost ratio is 1.21.

    5) İSPİR DAM &HPP (Erzurum)

    It is a rockfill dam of height 85m. and having 54MW of installed capacity is located on the main Çoruh river.The annual total energy generation is 327GWh and of which 311GWh is firm energy.The length of power tunnel is 19175m.The mean annual discharge is 28m3/sec.It has been studied in feasibility stage and its benefit-cost ratio is 1.21.

    6) ALAKÖPRÜ DAM & HPP (Mersin)

    It is a rockfill dam of height 91m. and having 26MW of installed capacity is located on Anamur stream.The annual total energy generation is 116GWh and of which 60GWh is firm energy.The mean annual discharge is 24m3/sec.It has been studied in feasibility stage.Its benefit-cost ratio of which 40% is the outcome of the irrigation and 60% results from energy use is 1.70.

    7) KARGI DAM & HPP (Corum)

    It is a 17.3m. height regulator which has controlled and uncontrolled sections.It has 98MW of installed capacity and is located on Kızılırmak main river.The annual total energy generation is 450GWh of which 131GWh is firm energy.The mean annual discharge is 325m3/sec.It has been studied in feasibility stage and has been designed according to 8-hours pointer working principle parallel to Obruk dam and hpp which has 100% energy benefit.Its benefit-cost ratio is 1.07.
